At Augé Holding Grup, we would like to inform you that on March 6th, the new Omnibus Law was approved in Andorra, introducing significant changes in key areas such as foreign investment and the housing crisis. Below are the most important points and dates to keep in mind:

TogglePublication and Entry into Force
The Omnibus Law will be published in the BOPA once it is signed by the co-princes, which is expected to happen before March 28th. The law will come into force on April 18th, 2025
Limitations on Property Purchases by Foreign Investors
Starting from April 18th, the purchase of properties by foreign investors will be limited. They will only be allowed to acquire a maximum of two properties or a single family home.
Additional Measures
New measures will be introduced regarding work permits for non-EU subcontracted workers.
Regulation of Vacant Properties
Starting in October 2025, the government will implement a system that will require property owners of vacant homes to either put them on the market or lease them for five years, in an effort to reduce the housing shortage.
Conversion of Tourist Accommodations into Residential Rental Housing
Between 2028 and 2030, tourist accommodations will need to be converted into residential rental housing. This transition will be gradual, with a period of three to five years depending on the category of the establishment.
- 2028: Liberalization of tourist accommodations with fewer than 4 stars.
- 2030: Liberalization of 5-star tourist accommodations.
Foreign Investment and Affordable Housing
All real estate projects undertaken by foreign investors must be dedicated to creating affordable rental housing, as a measure to combat the housing crisis.
